Releasing FLUDD's cold water immidiately knocked out the next guard nearing your cell. You snatched the keys and kept other officers off your tail by spraying them even more. Make one blast of water to blind them and jump into a (warp) pipe. Keep using FLUDD and slowly back up until you reach the exit.
